The firm works on retainer, project-based, or advisory structures depending on what a client actually needs. Retainer arrangements work well for ongoing strategic counsel, decision support, and continuity across complex workstreams. Project engagements are appropriate for defined deliverables — a strategy document, a negotiation process, a stakeholder engagement plan. All arrangements are principal-delivered; Camille Calimlim Touton is directly involved in every engagement.
Rotunda, River & Range works across sectors — including engineering and infrastructure firms, water agencies, utilities, NGOs, foundations, and public-private partnerships. Engagement structures are tailored to comply with applicable procurement and ethics requirements. The firm provides strategic advisory services and structures engagements to comply with applicable ethics, procurement, and representation rules.
The firm's deepest expertise is in the American West — particularly the Colorado River Basin, the Great Basin, and the larger federal water infrastructure landscape. That said, the advisory work has national relevance: federal policy, Tribal water rights, infrastructure investment, and multi-stakeholder governance are not purely regional questions. The firm will engage on challenges outside the West where the expertise is genuinely applicable.
The firm maintains a limited client roster in part to preserve the integrity and credibility that make advisory work valuable.
